The recent ranking of the National Metallurgical Development Center as the fourth Federal Government Agency that stands out in the performance list of the Guardian’s Special Report is a great milestone achieved through concerted effort of Leaders and staffers of the agency.
Although the ranking of NMDC as the 4th Federal Government Agency is significant in many regards. First, the leadership of the center headed by its Director-General National Metallurgical Development Center, Jos, Engr Prof. Linus Asuquo FNSE must be commended for working hard to earn such a great feat in the national cycle.
As a way to celebrate 2022 Democracy Day in a spectacular form, The Guardian Newspaper which is one of the most credible and trans-nationally circulated Newspaper carried out thorough performance survey among Federal Government Agencies and Parastatals so as to sieve out twenty-five (25) of agencies that perform creditably, particularly within the administration of President Muhammadu Buhari’s administration. After a rigorous and unbiased screening, National Metallurgical Development Center NMDC came 4th on the list after Bank of Industries, Nigerian Shippers Council and Central Bank of Nigeria.
However, the Guardian’s Performance List has provided an opportunity to assess the performance of Federal Government Agencies and offered a chance for Leaders and Stakeholders of low performing agencies to sit-up and to be creative in the interpretation of the vision of the Agency towards the goals and agenda of Government. Perhaps, the National Metallurgical Development Centre has never attended this height since its establishment in 1992. The milestone of the Agency is based on the leadership effort of Engr Prof. Linus Asuquo FNSE and the support of the Stakeholders, staffers and partners of the agency.
As one of the key agencies of the Ministry of Mines and Steel Development, NMDC was established in 1973 as a Research Laboratory to conduct research on raw materials for the steel plant. It was upgraded by decree No. 50 of 1992 to conduct research and development in the minerals and metals sectors. NMDC is an agency in the Mineral and Metal Sector and its activities are crucial in value addition and development of processes in the entire mineral processing chain from exploration, extraction to fabrication. The Center, no doubt, has contributed greatly to the GDP of Nigeria through Mineralogy, Mineral Processing, Extractive, Mechanical and Physical Metallurgy, Foundry Technology, Alloy Development, Failure Analysis, Refractory Studies, Fuel and Energy, Environmental and Pollution Control and Analytical Studies.
Besides being ranked 4th by the Guardian’s Special Report, NMDC under the leadership of Engr. Prof. Linus Asuquo from 28th July, 2018 till date has recorded massive development through its various programmes and projects. Notable ones include paying a Courtesy visit to the Chairman, Council of Traditional Rulers/ Gbong Gwom Jos to strengthen a working relationship between the Agency and the host community. Courtesy Visit to the Commissioner of Police and other Government Agencies and Reorganization of the Departments at the Center for efficiency and effective management. Also, the agency engages the services of an outsourced Sanitation Company for daily cleaning of the Center. Clearing of debt/Arrears owed to private Security men at the Centre and Engages SSS, NSCDC and a Registered Private Security Outfit to beef up security at the Centre.
NMDC engages members of staff periodically for more inclusive administration for efficient service delivery. This is achieved through Periodic Staff Training to enhance efficiency in service delivery, clearing of backlog in staff promotion, conversion, upgrading and Stagnations in order to normalize annual promotion as stipulated Public Service Rules( PSR). The Agency re-designed and upgraded the ultra modern Conference/ Media Center with State of the Art Equipment. Re- Designing and Rehabilitation of Laboratories and Workshops like Analytical Services Laboratory, NMDC Clinic, Foundry Workshop, Scanning Electron Microscope Laboratory, Electric Arc Furnace Workshops (1&2), Telecommunications Building NMDC Public Lavatory, Procurement of state of the Art equipment for Mineral Processing and Metallurgy Departments.
These Equipments are – EVO 25 Scanning Electron Microscope with complete Accessories for Mineral and Metals examination and Analysis, PM6 Lapping and Polishing Machine with GTS 1 Thin Section Cutting Machine. Reconstruction of Alternate Gate for security purposes, Construction of modern Drainage system at the Centre to control incessant Erosion, Wooing of Funding Agencies/ Project Intervention offices like MINDIVER currently rehabilitating infrastructures at the Centre. Equally, NMDC Collaborated with relevant Agencies like Defense Industries Corporation of Nigeria (DICON), Nigeria Defense Academy (NDA), National Agency for Science Engineering Infrastructure(NASENI), University of Jos ,Plateau State Polytechnic, Raw Materials Research and Development Council (RMRDC), Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) and Mintek of South Africa.
Recently, based on the excellent performance of NMDC, World Bank through MinDiver facilitated the renovation of Wet Analysis Laboratory, Scanning Electron Microscope building, Telecommunication building,Foundry Workshop, Corrosion Laboratory, Clinic, Electric Arc Furnace Building (EAF) and the public Toilet. NMDC has made significant contributions to the GDP/Nigeria Economy through the provision of Research and Development services in the minerals and Metallurgical Sector of the nation. NMDC’s contributions range from adding value to Minerals and Metals through the conduct of routine tests and Minerals/ Materials identification services to major R&D undertakings.
From the numerous achievements recorded so far in the agency, it is also pertinent to commend the good leadership of Engr Prof. Linus Asuquo in achieving great milestones in the agency and appreciates the Stakeholders and staffers for their hard work and cooperation. The appointment of Engr Prof. Linus Asuquo FNSE by President Muhammadu Buhari after undergoing a very rigorous interview among many other Professors on July 19, 2018 has improved the services of the agency. This has proven the idea that leaders with intellectual prowess, character and capacity should be given the opportunity to demonstrate their wealth of knowledge and experience to ensure proper appraisal of their actions.
To maintain the current status quo of NMDC, creativity, transparency and hard work must continue to be the hallmarks of the agency for maximum productivity, while other Federal Government Agencies must emulate the leadership style of Engr Prof. Linus Asuquo FNSE.
